Our Mission

The Oregon Healthy Alternatives Association exists to ensure that Oregon’s hemp businesses and consumers have a clear, credible voice in state and federal policy discussions. As the regulatory landscape continues to evolve, ORHAA works to bring structure, coordination, and informed participation to conversations that directly affect operators across the state.

Industry Champion

ORHAA represents responsible hemp operators by closely tracking policy developments, analyzing their real-world impact, and helping the industry engage constructively in the regulatory process.

Over the past year, the association has monitored and analyzed proposed legislation and agency rulemakings affecting hemp production, handling, and retail sales, including proceedings led by the Oregon Department of Agriculture and the Oregon Liquor and Cannabis Commission.

ORHAA has submitted detailed written comments, prepared regulatory redlines, and engaged directly with policymakers and agency staff to provide practical feedback grounded in day-to-day business operations. Just as importantly, the association has helped organize industry participation so that businesses across Oregon have a voice in decisions that shape the marketplace.

State and Federal Engagement

During the most recent Oregon legislative session, several proposals were introduced that would have significantly reshaped the state’s hemp market. ORHAA worked alongside operators and other stakeholders to review these measures, communicate industry concerns, and ensure lawmakers understood how these policies would affect businesses on the ground. While policy discussions will continue, a number of the most concerning proposals ultimately did not advance this session.

ORHAA has also helped coordinate industry participation during major rulemaking proceedings. In recent hemp rulemakings, ORHAA organized stakeholders to submit public comments, resulting in the highest level of industry engagement the OLCC has received on hemp issues to date. That participation helped improve regulatory clarity and ensured proposed policies better reflected operational realities.

Beyond Oregon, ORHAA has facilitated direct engagement with federal policymakers by bringing member representatives to Washington, D.C. to meet with congressional offices and discuss the future of national hemp policy. These conversations have focused on advancing a responsible regulatory framework built around four core principles: age-restricted access, standardized packaging and labeling, independent testing, and enforceable compliance standards.

Looking Ahead

Through regulatory analysis, coordinated advocacy, and direct policymaker engagement, ORHAA continues working to ensure that Oregon’s hemp market remains lawful, accountable, and sustainable for responsible operators and the consumers they serve.
